The meeting was called to order at 5:00 PM on Tuesday, February 1st, 2022.
Town Business
Town Council voted to approve the following items:
- October 5, 2021 Town Council Regular Meeting Minutes
- Approval of the November, 2021 Town Council Regular Meeting Minutes
- Acceptance into the public record of the January, 2022 paid bills
- Acceptance of the cash receipts and disbursements report for November, 2021

Mayor Peterson and Vice Mayor Crane announced current events happening within the Town:
- Desert Gardens Landscape Seminar: February 12, 2022 at 9:30 AM in the Sanderson Ford Pavilion.
- Sky Ranch Airport has a vacancy on their Community Relations Board. If you are interested in applying, please send a short bio to erica@carefree.org
- Judge Aldeman, of the Maricopa County Superior Court, lifted the Temporary Restraining Order for the Water Reservoir in the Boulders and the project will be moving forward.
Seven educators were recognized at by the Town Council and Cave Creek Unified School District for their extraordinary commitment to their student, schools, and community. Award recipients were selected from each campus by their school administrators. Please join us in celebrating these outstanding individuals:

Stacey Bridge-Denzak, Planning Director and Zoning Administrator, presented the second reading of Ordinance #2022-01. Town Council approved this amendment to the Carefree Town Code addresses conflicting Class 1 misdemeanor penalties in Chapter 10 Building and general inconsistencies throughout Town Code regarding penalties. Bridge-Denzak explained that the penalties will not change, as the resolution applies specifically to language clarification.
As part of Resolution 2022-02, Town Council approved the transfer of American Rescue Funds to be transferred to the Town of Carefree Utility Community Facility District. Town Administrator, Gary Neiss, provided background on the use of these funds for water infrastructure improvements. Greg Crossman, General Manager of the Carefree Water Company, addressed the council as to how these funds are specifically being used to enhance system capacity and wildfire protection.
Town Council approved the request from Town Engineer, Mark Milstone, for the purchase of a replacement vehicle for the Public Works department. While on duty, a Public Works staff member was rear-ended in a collision and the truck was subsequently totaled.
The council members reviewed the Draft Capital Improvement Plan (CIP) which is a working blueprint for sustaining town infrastructure. The CIP is an outgrowth of the council's work plan approved in the Fall of 2020. The town is currently updating the 10-year pavement preservation plan which will be forthcoming and part of the CIP. In addition, capital assets such as fire apparatus equipment required to join automatic aid are being programmed into the CIP. This does not include future increases to the Town's operational costs. That will be part of the annual budget discussion. On February 15th, the Public Safety Advisory Committee will share their thoughts and recommendations on the Town's future fire and emergency service program.
The Town looks forward to continuing our positive relationship with Basha's as the new owners, Rallys, assume ownership of the store. To aid in the transition, council approved the transfer of the liquor license from the current owners to the new owners.
Economic Development Director, Steve Prokopek, noted that the Carefree Farmers Market continues to grow and thrive in the Town Center. Council voted to approve the associated street closure behind the amphitheater. You can visit the market every Friday, located within the Sanderson Ford Pavilion.
