Redevelopment Plan Process (Village Center Master Plan Update)

As part of the Village Center Master Plan, many implementation steps outlined are difficult, if not impossible to achieve without the tools allowed through the creation of a redevelopment area. These tools include:

     1. Public private partnerships to address revitalization

     2. Access to federal grants

     3. Enhanced financing tools for infrastructure

     4. Opportunity to address unique irregularities and set standards through zoning recommendations

     5. Greater flexibility for a municipality to manage real estate

In August 2021, Carefree Town Council approved the necessity and boundary for a redevelopment area.

Per state law, the next step is to create the Redevelopment Plan, which has statutory requirements to be considered a redevelopment plan. Carefree has hired Michael Baker International to update the existing Village Center Master Plan to include these components and reflect the redevelopment boundary, as well as include updates to the plan.

The process will be overseen by the Planning and Zoning Commission, and was formally initiated with a Planning and Zoning Workshop on March 28, 2022.

Trough a series of public meetings and Planning and Zoning Workshops, the Village Center Master Plan was edited to become the Village Center Redevelopment Plan. The final draft of the Village Center Redevelopment Plan will be going to the Planning and Zoning Commission on December 12, 2022 for recommendation to be reviewed in a public hearing, and possibly approved by Town Council on January 3, 2023.
