Town Administrator

The Town Administrator serves as the primary administrative officer, tasked with overseeing the daily operations of the Town's services. Reporting directly to the Town Council, the Administrator works in tandem with the Council to execute their goals and directives by coordinating with relevant Town personnel and contracted service providers.

  • Leadership and Coordination: The Administrator provides cohesive leadership to the Town staff and works in collaboration with the Town Council to execute their goals and directives.

  • Supervision and Coordination: Responsibilities include directly supervising all Town staff, coordinating administrative functions across Town departments, and establishing personnel policies to promote inclusivity and foster a positive workplace atmosphere.

  • Budget Management: The Administrator plays a crucial role in managing the Town budget, acting as the Town's purchasing agent, and collaborating with legal representatives and risk managers to identify and mitigate potential risks and financial liabilities.

  • Strategic Development: The Administrator assumes a central role in the efficient operation and strategic development of the Town, ensuring effective management of resources and alignment with the Town Council's objectives.

About Kristen Krey

Kristen Krey, CPM, brings extensive municipal leadership, financial expertise, and executive-level experience to her role as Town Administrator for the Town of Carefree.

Krey’s public-sector career spans more than 30 years, including numerous senior roles with the City of Glendale, Arizona. During her tenure there, she served in executive and department-level positions within the City Manager’s Office, Budget and Finance, City Council Administration, Police Administration, and Grants, and Project Management.

In addition to her municipal leadership experience, Krey has held consulting and executive compliance roles in the private sector and has taught graduate-level Leadership and MBA courses. She is a Certified Public Manager (CPM) and holds a Master’s degree in Organizational Management.
