The Future of Town Hall Site

As part of the 2023 Village Center Redevelopment Plan, the current site of Town Hall at 8 Sundial Circle has been identified as a redevelopment location. Originally envisioned by the Town Founders as an ideal spot for commercial activity, this property’s location makes it a valuable asset for the community’s future. In the unanimously approved 2025-2028 Town Council Strategic Plan, the evolution of the Town Hall property has been identified for exploration during the current fiscal year.

Since the site is Town-owned, we have the unique ability to control and guide the vision for what is developed here—something we cannot do with privately-owned commercial areas in Carefree.

Why We're Exploring Redevelopment

Currently, the site generates no sales tax revenue while operating as Town Hall and the building is already limited in size and has aging infrastructure.

Redeveloping it into a vibrant commercial space could provide a new source of revenue to support community services, events, and infrastructure. This project is about using Town assets more effectively to strengthen Carefree’s long-term financial health.

Community Input: Your Ideas Matter

We are hosting Open Houses to hear from residents, visitors, and business owners about their ideas for the site. Possible concepts include:

  • Keeping it as Town Hall

  • Creating additional parking

  • Adding a restaurant or local coffee shop

  • Developing retail storefronts

  • Creating a mixed-use space with residential units above

Your feedback will help shape a Request for Proposals (RFP) with guidelines for any developer interested in acquiring and improving the site. Any selected project would be subject to a Development Agreement to ensure a project the community desires

What About Town Hall?

Redevelopment of the current site would require relocating Town Hall. Potential options include:

  • Leasing space in an existing building

  • Purchasing an existing building

  • Constructing a brand-new Town Hall

These options may also be included in the RFP for developer consideration/offers.

Join us for the interactive Future of Town Hall Site Open House on Monday, August 18th from 4:30 - 6:30 p.m. to share your ideas and suggestions on:

  • Future uses/businesses

  • Design considerations

  • Relocation for current Town Hall

  • And any other thoughts & ideas!

You’re welcome to stop by anytime during the two-hour window and stay as long as you like. You’ll have the opportunity to visit with Town Council members and staff about specific aspects of the project. Each station will also have dedicated discussion cards where you can share your ideas and feedback in writing.

The Process Timeline

The Economic Development Advisory Board kicked off the discussion of this project at the July 14, 2025. Watch HERE.

This section will be updated with a list of all Open Houses and meetings related to the Town Hall site, along with their relevant documents, which will be posted after each event.

Step One:

Outreach

RFP Creation

  • Creation of the RFP

  • Editing/tweaking RFP with EDAB

Step Three:

Posting & Evaluation

  • Posting of the RFP

  • Evaluate submissions -

    How does it align with the vision determined by residents, Council, Board members, staff, etc.

Step Four:

Make a Choice

  • Choose the most fiscally responsible and suitable RFP

  • Begin the sale of the property and relocate Town Hall
