As part of the approved Town Council Strategic Plan, the Town Council has directed staff to conduct a Market Position Analysis and needs assessment to evaluate the Town’s competitive position. This analysis was done with a focus on the Carefree Town Center and key vacancies, including 5400 E. Carefree Highway and the Carefree Marketplace.
This initiative examines how Carefree is positioned today and identifies opportunities to strengthen its role as a premier semi-rural desert community while balancing revenue generation, resident amenities, and long-term brand integrity. The Town contracted with Evolve Venture Partners to conduct the analysis through stakeholder interviews, market expertise, and a review of existing plans and assets. The final report summarizes their findings and recommendations and is provided to support discussion, alignment, and future planning efforts.
