Liberty Utilities Truck

Liberty Utilities Corp. (Black Mountain Sewer), which provides wastewater services to Carefree residents and Town businesses, has requested a 46.79% rate increase from the Arizona Corporation Commission (ACC).

Liberty has stated that the proposed increase would generate approximately $1.4 million in additional annual revenue and result in an estimated average increase of $41.31 per month for residential customers. Liberty cites rising operational costs and approximately $3.9 million in wastewater infrastructure improvements since its last rate request in 2019 as reasons for the proposed adjustment.

To provide information on the proposed increase, Liberty Utilities will host two community meetings at The Holland Center, 34250 N. 60th St., Building B, Scottsdale, this week on the following dates:

  • Tuesday, October 20: 4:30 – 7:00 p.m.

  • Friday, October 23: 11:00 a.m. – 2:00 p.m.

Both meetings will include a brief presentation from Liberty representatives and an opportunity for residents and business owners to ask questions.

The proposed rate adjustment has not yet been approved and remains under review by the Arizona Corporation Commission. If approved, Liberty anticipates the new rates could take effect as early as the third quarter of 2027.

The Town of Carefree encourages affected residents and businesses to attend these meetings, learn more about the proposal, ask their questions, and share their concerns. Residents can also submit comments directly to the ACC at www.azcc.gov.
