On October 22, 2026, the Carefree Town Council adopted Resolution No. 2026-15, providing notice of the Town’s intent to consider a Retail Development Tax Incentive Agreement associated with the proposed Craig’s Crossing development at the northeast corner of Carefree Highway and Cave Creek Road.
The Notice of Intent begins the statutory process required under A.R.S. § 9-500.11 before the Town Council may consider approval of the proposed agreement.
The October 22 action did not approve the Development Agreement, Maintenance Agreement, or proposed economic incentive.
The Town is currently completing the required independent third-party financial review. The proposed agreements and required financial findings will return to the Town Council for consideration at a future public meeting.
